Survey of the Italian legislation on accessibility

Abstract: The lecture illustrates the current legislative and normative framework at national and regional level on accessibility of public and private spaces, structures and services. After an in-depth analysis of the concepts of architectural barriers and accessibility and the related glossary (Barrier-free design, Inclusive Design, Universal Design, Design for All, etc.), the lecture explains the issues and the implications on the design process of the accessibility legislation: in particular, DPR 503/1996 (related to public buildings, spaces and services); DM 236/1989 (connected to accessibility, visitability and adaptability of private buildings and public housing, that has become the technical normative reference at national level, for all interventions); law 6/1989 of Region Lombardia and finally those articles of DPR 380/2001 (the main law in the construction field) that have an influence on accessibility.

Mobility of frail people in the urban environment

Abstract: The lecture analyses the themes of usability, safety and pleasantness of urban spaces from the point of view of pedestrian users, also mentioning international researches on intermediate and entry areas to the city. In particular, it analyses the several issues about mobility, orientation, perception of spaces faced by people with motor, sensorial and cognitive disabilities, by elderly people, children, foreign people and people with temporary impairments. Furthermore, the lecture suggests design criteria to improve the usability of these spaces, pathways, equipment, services, signs (in urban and architectural planning and environmental communication) in terms of compatibility with different needs, abilities and expectations and it illustrates them through examples of good practices implemented in different cities, both in Italy and worldwide.

The environment in relation to visual disabilities

Abstract: Starting from the new model of disability provided by the ICF, the lecture analyzes relationships between health conditions and the life context of a person with vision problems. Particular attention is given to the functional aspects such as visual acuity, visual field and colors perception, in order to better understand the broad spectrum of issues related to low vision or not-practically-usable vision. Visual problems often reflect on orientation, mobility, personal autonomy and access to information. Through specific rehabilitation interventions it is possible to achieve a good level of autonomy thanks to the various specific assistive products for visually impaired and blind. The second part of the lecture is focused on the relationship between the person with low vision or blindness and the context of life. The various perceptive barriers are discussed, as well as the different facilitators who can change the performance of the person with disabilities in various social, cultural and professional contexts. This relationship between the person and the context is supported by a 'virtual walk' n different national and international contexts.
